Lol, they are. The camera I was using for this had a pretty decent zoom though and I managed to find a nice clean patch of glass. (Plus, since the lions were just laying around, I didn't have to fight a bunch of little kids to get closer to the glass)
The best time to see the lions is right before closing because that's when they get let back inside and fed. They're almost always up and running around from about 3-4pm unless it's extremely hot out. Opposite of them, the wolves are usually a bit more active in the morning while the zoo is quieter and less busy. The red wolves in particular are pretty shy but if it's really quiet (no kids screaming or 'howling') they're usually come right up to the bridge and look up at any visitors there. I find that the more I go to the zoo, the more often I see animals being 'interesting' since I get to learn their patterns and know exactly where to go and when. Honestly, the best time to go to Syracuse zoo is in the middle of winter. They is hardly anyone there and nearly all the animals are active (especially the wolves). The tigers and snow leopards are usually playing but the lions are usually sulking from the cold ~ XD
